Another setback in the Obamacare Small Business Health Options Program (SHOP) was announced today by the Obama administration, admitting its computer system won't be ready to accept online applications until Nov. 1 instead of the Oct. 1 opening of the Health Insurance Marketplaces (though it says individual purchases won't be affected).

Previously in April, the administration had delayed a SHOP feature that allowed employees of small businesses to choose from different health insurance programs financed by their companies. Instead, small businesses must choose just one program and provider for their employees until glitches are worked out by the start of 2015.

Not only will small businesses not be able to purchase insurance by the Oct. 1 Obamacare Marketplace openings, but they also will not even be able to compare plans online. Business owners can submit preliminary paper applications begining Oct. 1, but choosing a plan and purchasing it online will be delayed a month.
