As part of the Obama administration’s Precision Medicine Initiative, the Department of Health and Human Services (HHS) hopes to release by the end of the year four documents detailing consumer rights regarding their health records, according to Deven McGraw, HHS deputy director for health information privacy.

She said the documents, likely in FAQ format, would cover four common areas of concerns: record fees, the right to a digital copy of health records, the right to have health records sent to a third part, and the scope of a designated record set. She also said HHS receives frequent complaints that consumers are either being denied access to their records or being charged high fees for them.
